I'm finding a problem with incentives regarding people joining other villages and people joining already made clans. Since most clans are in the most popular areas joining them would prompt less people to join other villages. It's just a question of whether people prefer ordinary shinobi versus ones with kekkai genkai. Therefore is it possible to close clan making for popular villages, while opening them up for more desolate ones?
