.` note; all jutsu here will be roleplayed out in getting, so keep that in mind. And also, seeing as these jutsu are strong, and very well thought out, i'm going for the sannin ranking of konoha, just because these are uber. You may say these are mimics of the rasengan, but it truly is not, it actually uses up all water, and spins it in one general direction, unlike the rasengan. It also has more physical properties of the rasengan like its' cutting abilities, making it not as strong as the rasengan.

  Description: This jutsu has two steps. The first step is finding a water source, it can be from anywhere virtually. When the user learns how to work this technique out, they have the ability to strip water from the water vapor in the air around them, and even to an extent where they find it anywhere, seeing as water vapor is everywhere. The user can also absorb water from a nearby lake or other water source, no matter how far, it just takes longer when the water source is further. The water will begin to slowly spin clockwise around the users hand, and the more water that begins to be absorbed, the faster the spin will become around the users wrist. After enough water is absorbed, the vortex will begin spinning rapidly around the users hand, as much speed as a normal hurricane would have. It will look as if a water twister is on the users wrist, extending up by the hand. This technique has many abillities however. The first ability is offensive, its razor sharp water slicing ability for one, when pressure is applied to the technique by punching someone in a certain area, the user will become cut in the perfect diameter around the certain spot they were hit, but the water will not begin to drill a hole through the person, just cut them, but the after effect causes that part of the body to rotate and push at the same time, so this means their skin will begin to spin as they swiftly become pushed back. The force of the push can send the user about five meters away. When and if the attack is pushed along the ground, the ground will begin to break and stretch, in the direction the user is standing. In the certain cracks of the earth, water will act like slicing edges throghout the cracks and ridges of the rock, slicing anything in it's path, although it is only strong enough to cut the person half an inch deep, in any direction you force it. The slicing effect will stay up as long as you don't waste all the water with the second attack, which is punching along the ground, and yes, the water can be controlled in which way it slices.
  After effects(drawbacks): The user is only allowed to use it on one hand at a time. When in a dry climate, it takes roughly up to ten minutes to gather enough water to complete the attack, although when in a humid and wet climate, the user can create it almost instantly. The technique takes up more chakra when in a dry climate than in a wet climate, and even then, its still an s-rank drained chakra at a time. Chakra does not have to keep being poured into the technique, for it keeps revolving in a cycle so it recycles itself. Extremely weak to lightning, the user can end up paralyzing his entire arm if coming in contact with raiton jutsu's.

  Description: After the user completes the suisakiri jutsu, they take the ability to manipulate the water a bit further. The user will now have the ability to shape water into small orbs, like little bullets in order to shoot at an opponent. The actual speed of these water bullets allows cutting abilities when coming into contact with other users. The amount of bullets that can be shot depend on the actual amount of water put into the technique. The normal suisakiri can make up to one hundred bullets, and they travel at about 80mph.
  After Effects: - same as suisakiri, except these bullets are sometimes easily dodgeable.

Sounds like you are using it to get around the rasengan thing. Either way, a Jutsu like this has already been made... sorta. But from you are describing is being able cut a person a bit with water... As I recall, it takes a MASSIVE amount of pressure, something that humans cannot possible be able to do ( remember that Water Dragon Missile is one of the strongest water Jutsu yet all it does is damage). There is no way to create that much pressure to cut human flesh by another human controlling the water.

If I recall, there are already CANON and NON-CANON jutsu that allow the water to become strong enough to cut, like the water god slicer technique. Also the water sword technique which allows it cutting abilities.

As Shiro said, there are few techniques, that can do that in the suiton category. So, it´s not impossible at all.

I just explained to Shiro that spinning water wouldn't be able to put enough force into any area to give it cutting abilities, because the spin of water would only spread the force around... not concentrate it.

Heh... Well much like the Rasengan, I think one of the hardships of the training is including something such as this. As to being able to spin it around, and concentrate it, just as you would with raw chakra. This allows the Rasengan to rip through someones stomach, Ex. Kabuto. So yes, you can concentrate water to the extent of a well-shaped orb, and give it cutting abilities much like the rasengan. So what have we learned here? First control the flow of water[ similar to Rasengan training. Then we concentrate it, similar to Rasengan training.

FYI, concentrating raw chakra is much harder then concentrating a substance such as water. You can take example of this from when Naruto easily learns how to control spinning in the water balloons then when he is just trying to do the last stage of Rasengan training. So if Naruto/Jiriyah/Yodaime can do this with raw chakra. Why can't you do it with some water? But of course, we would have to put an extent to how big the orb can be. We can't have people running around and using Oodama Suisakiri now can we? ^_^

So Sato, can I actually change the way of the flow? Would this make it have the ability to cut if I did so? Also, Satoshi, twisters cut up things with there sides even though they are spinning in one general direction. Of course if you just turned it to the side it would just be violent wind with no cutting abilities, but I think you get what im saying, and wehre we are getting to here, what would make this better, and how could we make it work.

Kenshi, Rasengan works because its not just one spin. Its a massive amount of spins, which actually creates pressure in a shell. When it pushes out in all directions at the same time, it adds pressure. But the way Shiro describes it is that its not concealed in a shell, it goes around his wrist and hand. The pressure is released continuously and any attempt of changing it so that the pressure would do damage like that... would be adding too much.

Shiro, I know you have told me about that God Slicer Jutsu from the movie... but I stand by what I said about it... it wasn't a jutsu that she created herself... it was from that Chakra worm thing. Noticed how she didn't use any handseals to create it?? .-. It was an advancement of power that allowed her to do that.

I'm still a bit skeptical about this technique though... I'll let you know after I think about it a bit more.
